- People's Commissar of Armament, comrade Ustinov, and the GAU Chief, General-Colonel of Artillery, comrade Yakovlev, must test the 57 mm ZIS-2 SPG on the Komsomolets tractor chassis designed by Stalin factory #92 within 5 days at the Sofrino proving grounds.
- In case of positive results, the People's Commissar of Armament, comrade Ustinov, must set up production of the 57 mm ZIS-2 SPG on the Komsomolets tractor chassis at Stalin factory #92, producing 3000 units in 1941:
- August: 300
- September: 500
- October: 700
- November: 750
- December: 750
- The People's Commissar of Medium Production, comrade Malyshev, must set up the production of Komsomolets tractors at the Ordzhonikidze factory #37 and provide them to Stalin factory #92 (Gorkiy) in sufficient amounts to fulfill factory #92's quotas for the 57 mm ZIS-2 SPG on the Komsomolets tractor chassis.
- People's Commissar of Armament, comrade Ustinov, must produce sufficient amounts of sights at factory #69 to supply the 57 mm ZIS-2 anti-tank SPG program at factory #92.
